What if your state government called for "penalizing the uninsured"?

I pay for my insurance and other luxuries have to be curtained or omitted from my budget to do so. If the health care system is in near collapse from uninsured patients, it only seems fair to get them to take some responsibility for their own health care costs. If they can't buy $100 in lottery tickets each week,Too bad.
