When making bottles, should I use tap water or Culligan water?

I have city water, it smells like chlorine somewhat so we have never drank it.. I also have a big water dispenser in which I take two 5 gallon jugs and get them refilled with Culligan water. Is it better for me to use tap water when preparing my 9 month old's bottles because it has floride in it, or should I keep using the Culligan water?
