What are these kinds of super heroes super villains called?
They don't have any super powers. Examples of super heroes Batman, Hawkeye, and Green Lantern all of them use a power ring which gives them all their powers. For the super villains Sinestro archnemesis of Green Lantern (Hal Jordan) using a yellow power ring, Jigsaw, Two Face, and Bullseye.
