Is there a reason England never chose Alex Ferguson as England coach?

I hate Manchester united but i respect sir Alex Ferguson for the achievements he has made, but why didn't England ever consider appointing him as their coach? Is it because he is a club coach in the epl or did they consider having him? what is it?
