If wax paper is flammable, why is it used for candle, lantern-like crafts?

Put the rougher side of the wax paper toward the candle and the smooth side showing. Did you see the part where it says to put the candle in a votive? What s/he means by that is to use a candle in a small clear gl cup. This gets set in the center of a square that is about 5" or 6" across. The small clear gl cup keeps the wax paper and the wood bits safe.
