Help, name of a kind of old movie...over 15 years ago?

a guy in a red coat with a riduculous mustache, they call him Baron, there's some funky characters, one is a pale lady with long red hair that came up out of a clam shell who had a mive boyfriend who smashed boulders underground, a little irritating girl, a rat-faced looking person who puts a horn to their ear, and a person who runs at lightning speed. And a disturbing Robin Williams head who floats around in the air in space. It was a wierd movie to watch as a child.
